Pursuant to Council of Ministers Decision No.792/17.12.2013 and the Rules of Organization of the Ministry of Labour and Social Policy (MLSP), the functions of the Managing Authority of Operational Programme “Human Resources Development” in the period 2014-2020 shall be carried out by Directorate General “European Funds, International Programmes and Projects” (DG EFIPP).

The Managing Authority shall hold the main responsibility for the efficient and effective utilization of the European structural and investment funds. Its functions are related to the preparation, management and monitoring of the Programme, financial management and control, selection of operations and implementation of measures to ensure awareness and publicity of the Operational Programme in compliance with the requirements of the EC regulations.

During the programme period 2014-2020, OP “Human Resources Development” shall be contributing pro-actively to the implementation of two of the objectives of the EC Strategy “Europe 2020”. These are the objectives within the field of employment and fight against poverty and social exclusion. The contribution to the implementation of these goals is of major importance for the OP HRD vision and strategy.

The total amount of funds under OP HRD 2014-2020 stands at a little more than BGN 2 billion and 611 million /both EC contribution and national co-funding/.
